Its origins date back to 1990, when the Congress of People’s Deputies of the Russian Soviet Federative Socialist Republic adopted the “Declaration of State Sovereignty of the Russian Soviet Federative Socialist Republic.” This declaration represented an important step in the political transformation that later led to the dissolution of the Soviet Union and the emergence of the Russian Federation.
