The session began with a moment of silence in honor of the souls of the martyrs of Kurdistan, the immortal Mustafa Barzani, and the late Idris Barzani.
A number of political issues, regional developments, relations, and internal party affairs were placed on the agenda for discussion and exchange of views. Decisions were taken on matters requiring action.
First Agenda Item: The General Situation
This item addressed the war between the United States and the Islamic Republic of Iran, which began at the end of February this year, and its repercussions and impact on Iraq in general and the Kurdistan Region in particular.
Although the Kurdistan Region has not been a party to this war, the conflict has caused harm to Iraq and Kurdistan across several fields. Regrettably, even after the cessation of hostilities, missile and drone attacks on the Kurdistan Region have continued, resulting in significant losses, including dozens of wounded and martyrs among innocent civilians.
In addition to human casualties, the attacks have caused considerable material damage, disrupted commercial activity, and targeted oil companies, severely damaging energy infrastructure and leading to the suspension of oil production. This represents a major loss not only for the Kurdistan Region, but for Iraq as a whole.
These developments and the continued attacks have caused deep concern among the people of Kurdistan. The Kurdistan Democratic Party believes that the resolution of these issues must be pursued through dialogue and mutual understanding, in the interest of all parties, so that the wider region, including the Kurdistan Region, suffers no further harm.
Second Agenda Item: Relations with the Federal Government
Despite fluctuations in relations, our Party has consistently sought to resolve all issues and disputes within the framework of Iraq’s permanent constitution.
Although problems have accumulated and efforts to resolve them have at times been insufficient, our Party has remained committed to dialogue and the pursuit of solutions—particularly regarding the budget, financial entitlements, and the salaries of Kurdistan Region employees. To this end, every effort has been made through visits and delegations sent to Baghdad with the aim of resolving disputes and removing obstacles.
Our Party supported the formation of the new Federal Government cabinet under the honorable Prime Minister Ali al-Zaidi and continues to cooperate with and support the government. We hope that, in accordance with the agreements reached within the coordination framework, outstanding issues will not be neglected, the constitution will be fully implemented, and the financial entitlements of the Kurdistan Region, including the salaries of its employees, will be remitted to the Kurdistan Region in a timely manner.
The session also emphasized its support for Prime Minister Ali al-Zaidi’s steps to combat corruption, recover the wealth and assets of the Iraqi people for the state treasury, and prevent the squandering of national resources.
Third Agenda Item: President Barzani’s Eid al-Adha Initiative
This initiative reflects Kurdistan’s concern during the sensitive and delicate circumstances facing the entire region, as well as the various developments and changes taking place—some of which carry serious risks and dangers.
The session highly valued this initiative, which has helped move issues away from media exchanges and street tensions and toward the negotiating table.
To implement the substance of the initiative, a committee at the level of the Political Bureau’s executive body has begun visits and contacts with political parties in order to conduct dialogue, find necessary solutions to the problems, and rescue the Kurdistan Region’s political process from its current deadlock.
These efforts are ongoing, with the hope that all parties, taking into account the sensitivity of the situation and the seriousness of developments, will take responsible steps toward resolution.
Fourth Agenda Item: Support for the Kurdistan Region Presidency and Government
Out of a sense of national and patriotic responsibility, and in firm belief in mutual acceptance and coexistence within the Federal Republic of Iraq, the session expressed its support for the steps taken by the honorable President of the Kurdistan Region.
The session also expressed its backing for the efforts and initiatives of the honorable Prime Minister of the Kurdistan Region to resolve outstanding issues with Baghdad on all fronts, particularly those related to financial entitlements and the salaries of the Region’s employees.
The session considered it necessary and advisable to continue these efforts and steps until fair and constitutional solutions are reached.
Fifth Agenda Item: Internal Party Affairs and Organization
This item included necessary discussions on organizational matters and the duties of the Party’s bodies.
For this purpose, a committee had previously been formed to conduct a comprehensive study based on the Party’s internal bylaws and in light of the current situation in Kurdistan. The findings, conclusions, recommendations, and directives of this study will serve as a roadmap for future steps and for the tasks that must be undertaken.
The session was held in a spirit of party solidarity and genuine concern for resolving the problems and difficulties facing the people of Kurdistan, advancing the Kurdistan political process, strengthening relations with the Federal Government, and deepening ties with Iraq’s Shia and Sunni political forces.
