Honorable Political Parties Represented in the Kurdistan Parliament,
Immediately following the conclusion of the sixth-term elections for the Kurdistan Parliament and the announcement of the results, and guided by a deep sense of responsibility and concern for the situation in the Kurdistan Region, we began our efforts to reactivate the Region’s legitimate institutions in accordance with the applicable law.
Despite the continuous messages, communications, and efforts of President Masoud Barzani and our Party to promote dialogue, mutual understanding, and convergence in order to overcome the obstacles impeding the reactivation of Parliament, the election of the Kurdistan Region Presidency, and the formation of the tenth cabinet, regrettably, no encouraging responses or positive positions at the required level have been forthcoming. This was the case despite the presentation of several scenarios and appropriate solutions aimed at breaking the deadlock in the Region’s political process, through bilateral and multilateral meetings, initiatives, the formation of delegations, messages, and visits.
The general situation in the wider region, and in the Kurdistan Region in particular, places upon all of us a national, patriotic, and moral responsibility to find, as swiftly as possible, a way out of the current undesirable situation. This situation serves no party; rather, it only harms the Kurdistan Region, its achievements, and its accumulated gains.
Therefore, as meetings, delegations, visits, messages, and our efforts to transfer the discussion of outstanding issues from the streets and media platforms to the negotiating table have not produced the desired results, we hereby call upon all parties represented in the Kurdistan Parliament — whether those holding a larger number of seats or those with fewer — to take the necessary steps to reactivate Parliament.
In doing so, members of Parliament may, within the parliamentary chamber itself, assume their responsibilities, engage in constructive dialogue, and seek an appropriate solution. We affirm that we shall all remain committed to whatever decision the Kurdistan Parliament reaches.
