The delegation was headed by Hoshyar Siwaily Head of KDP-FRO, and received by Victor Simakov Counsel General of Russia in Kurdistan, Mr. Siwaily express appreciation for balanced stand on current situation and on behalf Kurdistan Democratic Party Leadership council thanked the people and President of Russian Federation for their position on Kurdistan referendum. The latest political development in Kurdistan and the region was discussed, as the region going through critical and reshaping period. Siwaily explained the reason that forced people of Kurdistan to hold referendum, from the formation of the state of Iraq, Kurdistan had experienced genocides and destructions of villages and cities and there were atrocities and institutional negligent by the consecutive regimes in Baghdad . Post Iraqi liberation 2003 people of Kurdistan choose to take active part in building new Iraq and voted for constitution on the base of partnership, equality and respect the right of all Iraqi components, unfortunately Iraqi government failed its obligations and consistently violated the constitution. Furthermore, Iraqi Prime Minister in 2014 unconstitutionally cut the share budget of Kurdistan and failed to provide training and equipment to Peshmerga forces for 12 years, on the eve of ISIS attack to northern Iraq, they abandon the region under the mercy of terrorist organization and once again we faced genocide in Shangal, and Iraq left billions of US dollar worth equipments to ISIS. hence the Kurdistani people believe the only way to protect their future is independence, Mr. Siwaily explained "we want to achieve this by dialogues and understanding. We ask Iraqi Government and politicians to start open dialogue to reach an agreement on all outstanding issues".
On his side Mr. Victor Simakov, emphasize his country’s stand and respect to the right of the people of Kurdistan and their ambition. We ask for dialogue and strongly believe that the issues need to be solved through negotiation and respect the will of people. Mr. Simakov mentioned that his government willing to use its influence and mediate between Erbil and Baghdad. He went on to say "Our government stated is that we reject all kind of military actions and embargo that hurt people of Kurdistan and firmly reject intervention by external power or states which will leads to further instability in this already volatile region".
