The UN Special Representative for Iraq and Head of United Nations Assistance Mission in Iraq (UNAMI) briefed the UN Security Council
Jan Kubis, the outgoing UN Special Representative for Iraq and Head of United Nations Assistance Mission in Iraq (UNAMI) on November 13th briefed the UN Security Council on the recent developments in Iraq. He talked in length about the program of the new government in Baghdad including provisions for the resolution of the current disputes between the Federal Government and the Kurdistan Regional Government. In his report Mr Kubis stated:
The program confirms that special attention will be given to resolving pending challenges with the Kurdistan Region including the issue of budget allocation and financial resources, oil and disputed areas.
On the election and the formation of the new government in Kurdistan Region, the UNAMI Chief informed the Council that:
On the 30thof October, the results of the Kurdistan Region Parliamentary election held on the 30th of September were approved. The first session of the new Kurdistan Region Parliament took place on the 6th of November but failed to elect the Speaker and the two deputies. The dominant Kurdistan Democratic Party now intends to consult with all Kurdistan Region political parties, notably the Patriotic Union of Kurdistan on the government formation.
Commenting on the report, the Permanent Representative of France to the United Nations, among other crucial issues in relation to the stability and prosperity of Iraq, she pointed out that:
We also encourage the continuation of efforts to resume negotiations with Erbil so as to resolve the outstanding disputes. The country’s stability will require ensuring that the Kurds have their place within a united Iraq that respects diversity. I would like to applaud the efforts made by Jan Kubis which has been decisive in remedying the crisis launched by the independence referendum.
Kubis concluded by noting that this would be his final report to the Security Council in his current capacity, as he will be replaced by Jeanine Hennis-Plasschaert next month after three years and nine months as Special Representative.
