A member of the Iraqi Constitution Amendment Committee said, “there were some parties seeking to amend several constitutional articles related to the Kurdistan Region, but they were not able to do so and these committees have expired in this session, so no amendment can be made to the articles of the constitution.”
Muhsin Saadoun stated to the official website of the Kurdistan Democratic Party, "Two committees were formed to amend the constitution on time, but the validity of their work has expired and they were unable to propose any amendment to the constitution because they were seeking to make amendments to articles related to the Kurdistan Region, including Article 140, in which its manipulation does not satisfy the Kurds in any form."
Saadoun added, "Those committees were unable to reach an agreement because the constitution does not resemble a draft law. As any Iraqi component expresses its rejection of any proposal, the amendment cannot be ratified. The Kurds, undoubtedly reject any prejudice to the constitutional article 140, which impedes the Iraqi parliament to vote on any amendment to the aforementioned article."
The member of the Constitution Amendment Committee asserted that the constitution stipulates that if any amendment to the articles and clauses of the constitution is rejected by three governorates during the vote on the amendment, that amendment will be invalid, so the amendment cannot be completed.
The Iraqi Council of Representatives had set four months for the Constitutional Amendment Committee to end its duties, and now the four months have lapsed and the work of the aforementioned committee has not finished and has not been able to make any amendments to the constitution. Therefore, as soon as the next elections are due, any amendment during this session cannot be made to the constitution.
